Research On Contractual Project Organization In SJ Railway Engineering System

With the whole society's increasing demand for railway transport, railway industry in China, through its continuous internal ability building has made remarkable achievements in recent years. Under the excellent leadership of Ministry of Railways, great-leap-forward development has been achieved, which we feel not only active, notable but rapid. In just five years, the total length of railway transportation has reached 2,700 kilometers and the average speed is over 300 kph, which both lead the world. Besides, the technical architecture is appreciated by such traditional railway forces as the United States, Russia, etc. Therefore, railway maintenance services and maintenance of large permanent way machines become more and more important. However, the conflicts between the demand for improving and out-dated equipment maintenance and management become increasingly acute. With a locomotive depot as its study object, this paper analyzed the current situation of the equipment maintenance management by means of modern equipment maintenance theories. On this basis, this paper also brought forward the more targeted and operable improving scheme, designed the intendance management system of contractual project organization mode and proposed the promotion program of such advanced management methods as spot inspection system and 6S movement to ensure its smooth operations.The author made an analytical study of the theories of equipment maintenance and management and described the development of the theories, Information Management and Technology, Spot management methods, project management knowledge and so proper maintains management mode is settled. Application systepresents a thorough study of the equipment maintenance and management system of SJ railway engineering from the angle of organization structure, function and process. The following problems are found in the equipment management:(1) High accident rate delays the production time. (2)High maintenance costs and great storage burden of spare parts.(3) View the organizational structure of the winter air irrational. (4) The lack of advanced equipment management concept. (5)Lack of a comprehensive performance appraisal system. The problems listed above lead to low total efficiency and high costs of equipment maintenance and management of the locomotive depot. This paper designed the general framework of setting up the SJ railway engineering's contractual project organization mode. Improvement program and implementation steps are stated from five aspects—advance-phase preparation of the contractual project organization mode, setting up the contractual project organization mode, setting up the assisting agency, enforcement of the contractual project organization mode and the valuation of which advance-phase preparation and the enforcement are centered on. Spot inspection and regular maintenance, informational management, storage of spare parts and the enforcement of 6S movement are designed for the locomotive depot.This paper plays a vital role in promoting the equipment maintenance and management of SJ locomotive depot and is a good reference for other enterprises in the same industry.
