Over sixty years'development since 1949, the construction of hydropower projects in China has stepped out of technological and capital shortage, and now its bottleneck emerges from the immigrants and environmental protection during the project. Compared with the hydroelectric projects in recent years, the proportion of the investment in immigration to the total capital is becoming bigger and bigger. To some extent, the immigrant resettlement marks the successfulness of a hydropower project. In the past decades, regarding the fact that most of immigrants are from rural areas, in order to retain their original production and living style after resettlement, the primary choice of resident relocation mode leans to "allocating land to hold the plough"; the subsidiary ones could be the second-or tertiary-industry replacement, or finding jobs for themselves and self-replacement. For this reason, the relocation of land in resettlement place becomes inevitable. The conflict of less land with more people has made the land adjustment more and more difficult, and the traditional land relocation mode has been found in an unprecedented dilemma. Thus, to convert the immigration relocation mode, that is, to relocate the immigrants by less land or even no land, is one of the effective solutions.Based on the above fact, the paper studies the relocation mode called benefit-sharing mode, which means the immigrants can share some benefits of the project. First of all, the paper illustrates the theory basis why the immigrants can possess the right of benefit-sharing:the property right theory, Pareto Principle in Agricultural Information Resource Allocation theory, and external effect theory, which provide the proof of benefit-sharing mode. In this mode, the paper starts from analyzing the input of the project owners, then points out its key elements which include the production population and the feed-in tariff, on which the calculation of both elements are also stressed. In the meantime, the paper indicates the hydropower project of Tingzikou in Sichuang province as an example to validate its feasibility. Finally, the paper presents some principles which must be followed in benefit-sharing mode, with the case of Qingshanzui hydropower project inYunnan province.The study shows that, under the mode of benefit-sharing, on the one hand, the feed-in tariff can be lowered appropriately to let the immigrants enjoy more benefits, while the owners'additional expense wouldn't arise should the government reimburse some feed-in tariff; On the other hand, the immigrants can get a stable income which may not be less than that in the agricultural way, and can get rid of land obligation to have more free time to engage in other kinds of productions. All these prove that the benefit-sharing mode results in a win-win situation between immigrants and the project owners and hence it is feasible. Therefore, in those areas where land resource is scarce, the benefit-sharing mode is one of the effective options in the landless replacement.
