The construction of Smart Grid has proposed management needs to Electric power telecommunication network for more security, reliablility and the ability of extension to the end of grid. Thus telecommunication operation management system, as an effective support for telecommunication management,must evolve to the intelligent, high-class direction that based on the Geographic Information System of Grid. In this paper, Intelligent Telecommunication Management System that based on the Geographic Information System is present.With the function of GIS visualization and the resource associated with computing facilities of the Telecommunication Operation System, a variety of information such as graphics, images and charts etc are obtained showing results of the analysis of information and spatial, improving the reliability of Electric power telecommunication network and the capability of fast processing power failure.Functional specification, interface specification and system design proposed in this paper are helpful to resolve the lack of space information and advanced analysis capabilities in the Telecommunication Operation Management System.Meanwhile,it has some reference value for other enterprises to build communication management system that based on the Geographic Information System.
