With the integration of global economic, trade liberalization and rapid development of modern science and technology, the international transportation industry especially shipping industry has also undergone a great change. Modern ports are the cores of global integrated transport and important nodes of modern logistics supply chain. In order to meet needs of international transportation's new development, the port authorities and government departments of countries in the world especially developed countries have carried or are carrying out the port reforms.The development of global economy, increased competition, the tension of energy, the increase of transportation costs, the improvement of port distribution conditions and so on, all these have prompted the ships'transport to large-scale development. To agree with the development of modern transport technologies, especially large-scale ships'requirements for natural conditions and equipment of port increase, vigorously strengthen port construction, expand the scale of the port, these are notable features of development of modern ports. With the rapid development of Tianjin port, the existing coastline has already been developed. This shortage situation causes bad effect on the development of the port, so it is necessary to seek for new ways to solve the bottleneck of port development.For expanding port scale and improving port level, Tianjin port carries out the construction of wharf, channel and breakwater. Tianjin port will build 300000-ton level oil terminal,200000-ton level bulk berth and 150000-ton level container berth, the main channel will be 250000-ton level, and the breakwater extends to 16+0 of channel mileage. The breakwater begins from north big breakwater, the axis parallels to the main channel, and extends eastward to 16+0 of channel mileage. The planning breakwater gap will be 900m,1100m or 1300m.This article studies on navigating environment impacts caused by the breakwater extension project of Tianjin port, and makes ship-maneuvering safety assessment for both present ship type and new berth ship type. This article states the necessity and urgency of the breakwater extension project of Tianjin pot, represents the meteorology and hydrology characteristics, and analyses the influences caused by the breakwater extension project according to the project plans, by analyzing relating factors for simulation test, this article carries out simulation test and analyses the result, finally this article puts forward ship-maneuvering key points and gives suggestions of safety management measures and advices for ships navigating nearby this waters.
