The Study On Ship's Detain Decision For China's PSC

Port state control is the last line of maritime security, obtains more and more attentions. China's PSC began in 1986. up to now our country's PSC has been increasingly mature, but the development level, port state control officials'(PSCO) quality and PSC starting time of each port are different.so that supervision levels and supervision standards, inspection focal points for each port are difficult to achieve consistent,Often causes ship's wrong or not appropriate detention.Therefore, this paper puts forward the study on unity of the ship's detention decision. I hope that I can provide some theoretical basis for unity study of our country's ship detention decision through the work of this paper, to narrow the differences between the ports as far as possible, to reduce ship's appropriate detention with the maximum degree, to realize minimum loss of time and economic for the ports and shipping enterprises, and protect Marine environment and personnel safety.This paper first introduces the related concepts of port state control, international organizations and conventions, and introduces the conditions of the international and Chinese PSC development and implementation, and based on this. I collects each port's inspection records in recent years, calculates these datas.and the datas show that the China's PSC develops rapidly since its implementation,to achieve the international level with the fast pace, but detention situations for each port are different, given these problems.I propose a fuzzy decision model. First is establishing the index system, because PSC involves massive and very complex items, I select lifeboat as example to establish index system according to the largest proportion. Then I establish triangular fuzzy AHP model to determine the weight according to the principle of triangular fuzzy number. Last I apply fuzzy decision model to calculate a example, to determine whether to detention. Because in the practical work the inspection item and operation project are very large, in the end of the article I put forward the computer technology, through the man-machine dialogue, simplify decision-making process, improve the work efficiency.
