The traffic of intersection directly affect the operation of overall urban transportation systems, and pedestrian violations in intersection has become one of the social focus problems, seriously affecting the operation of urban transport systems, so exploring the mechanism based on analyzing the reasons for pedestrian violations has great significance in the improvement of traffic. The paper takes improvements to TPB by distinguishing the pedestrian violations and the introduction of external perception, and proposes several hypothetic models of TPB by the different paths of considerations, then designs the formal questionnaire on the results of preliminary investigation data by Exploratory Factor Analysis. The paper verifies the hypothetic models by the formal questionnaire data to get the final improved model suitable for analyzing pedestrian violations, to get the path coefficients of considerations related to behavior in the model through the calculation results to explain various irregularities, and verifies the model by age of youths and adults at last. The results show that the improved TPB model can explain the pedestrian violations, and according to path coefficient analysis we can see subjective norms have a low explanatory to intention and negative correlation between them, indicating the strengthening of subjective norms can reduce pedestrian violations intention, but the low explanatory means social pressure just has a little influence on pedestrian violation intention; and we also can see pedestrian attitudes and perceived behavior control have almost explanatory to intention, so when pedestrians consider violations will bring benefits or crossing the road with others have more confident, they are more likely to have violations, explaining the herb and the group psychology of pedestrians. The paper selects the youths and adults to compare, and the conclusion is drawn that attitudes for youths have more influence than adults, and the education of youths would be more effective than adults; the external perception has the opposite effect on the youths and adults, indicating that youths are easily to follow offenders, and adults are more sensitive to traffic accident to control the violations, so the youths would have better control of their violations with increasing age.
