Research On Applying Earned Value Method To Management Of Power Engineering Project Design

Power engineering project has the characteristics of much more design standards and codes, high quality requirement, exquisite specialized division of labor and cooperation. In order to perform power engineering project on time,the related divisions must control the cost and schedule of the project properly.However,electrical design companies have followed line structure mode, that is, management department gives out and submits design task, design chief engineer assigns detail task, submission of design finished product, and distribution of production value. All the flow is absent of process tracking and control and the result may facilitate delay of project construction target.Therefore all these have forced power project engineering design company to innovate management for itself.Earned value method is an effective method on comprehensive control of the project schedule and cost,which is widely used in engineering projects.The value of earned value method lies in comprehensive measurement and control over the project cost and schedule and predicting possible problems on the project shedule and cost,thus ensure the project shedule and take proper actions.Earned value method is a good management means for power engineering project,which is effective to the project management and control.This paper will take Zhejiang Province Electric Power Design Institute for example,analyze the construction drawing schedule control of power engineering project design, find out the shortage of traditional management mode, give out the application of earned value management into arrangement and control of design project, dwell on project schedule to be reflected by design finished product quantity converted by resources invested into the project as well as dynamic and complete control of project.Applying earned value method to management of power engineering project will be helpful of finding the weakness of design management, puting forward suggestion for the improvement on the existing management measures and providing some enlightenments for directors and performers.
