As important navigational equipment, the radar plays a key role in ensuring the safety of navigation and protecting the life at sea and the marine ecological environment. According to the related regulations of IMO and China MSA, the seafarer must complete professional training of "radar two certifications", namely "Professional training of radar observation and plotting and radar simulator" and "Professional training of ARPA operation", and then obtain deck officer qualification. In 09-23-1997, the crew's professional training, examinationand certification regulations on radar operation and simulator of the People's Republic of China and the training program was issued in oreder that the crew could be trained on radar theoretical knowledge and operation skills.In the 21st century, shipborn navigation radar system adopted many new technologies. The International Maritime Organisation (IMO) revised the shipborn navigation radar performance standards in 2004. The configuration of radar equipment has changed much. The Radar man-machine interface and environment which the deck officer faced with changed greatly. The function of radar system is much integrated and complex than that involved in the "radar two certifications" training program. Therefore, the former "radar two certifications" professional training program has lagged behind the development of modern maritime technology, influencing the validity of training, making the deck officers lack of Radar theoretical knowledge and operating skills, bringing potential danger to navigation.
