A Study On Training System Of Seafarer Examiners

Seafarers' examination is an important link to improve and ensure seafarers' quality,reduce maritime traffic accidents related to human factors,guarantee maritime safety and protect the marine environment.It is also an important means to evaluate seafarers' suitability.It is one of the core tasks of seafarers' management in maritime departments.However,the ability and quality of the maritime personnel engaged in the crew theory examination,practical operation examination and assessment work(i.e.the examiner)is an important factor for a good crew examination.According to the current situation of seafarers management in China,seafarers can be classified into seagoing seafarers,inland river seafarers,pilots(seaports,inland rivers),magnetic compass calibrators,non-self-propelled ship seafarers and yacht operators.Based on the STCW Convention(International Convention on Standards of Training,Certification and Watchkeeping for Seafarers),this paper studies the training system for seafarers examination examiners.The conclusions and results of the study are also of positive reference to the examiners of inland river seafarers examination.In this article,through questionnaire survey,literature analysis and expert interview method,in-depth understanding of the history and present situation of the crew in China,our crew examination examiner team and training present situation,the scale of STCW convention and domestic regulations,our crew examination examiner training mode,training plan formulation,the curriculum,teachers,teaching materials,implementation plan and training effect evaluation and improvement of the method,etc.)and the basic information of the crew examination examiner(age,educational background,professional background,etc.),on this basis,the analysis of the current crew examiner management system present situation and the advantages and disadvantages.On the basis of adult training evaluation theory and Kirkpatrick model,based on the status quo of the current management system of seafarer examiners and the influencing factors of the training effect,this paper establishes the evaluation index system of the training effect of seafarer examiners and designs the corresponding questionnaire.Because the examiners training effect evaluation itself has the characteristics of fuzziness and uncertainty,therefore,the questionnaire distributed respectively before and after itself and the results of the questionnaire,the reliability and validity inspection and test based on the fuzzy comprehensive evaluation method to build the current crew examiners training effect evaluation model,aims to be a quantifiable and more scientific and objective evaluation results.Finally,considering the existing problems in the current training system of seafarers'examiners,according to the evaluation results,a relatively com'plete training system of seafarers' examiners in China,including the qualifications and training standards of seafarers'examiners,has been constructed,which to a certain extent fills in the blank of the training system of Examiners,and at the same time provides the corresponding reference for the decision-making of the competent authorities.
