Ship, as an important part in transportation industry, has huge potential in achieving lower level of carbon emissions, which will directly contribute to the reduction of carbon dioxide emissions and the mitigation of greenhouse effect. Moreover, it can also fulfill the target of keeping a lower level of carbon emissions within a higher development level of economic environment, which exactly conforms to the current Chinese sustainable development concept and the resource-conserving and environment-friendly society requirement. Additionally, it is largely consistent with the contemporary strategy of energy conservation, emissions reduction and recycling economy as well. However, nowadays, our country still does not have a complete evaluation system to assess the operating ships'low carbon emission level. Consequently, an urgent requirement of establishing a comprehensive and objective system that can scientifically evaluate the low carbon emissions of operating ship becomes more obvious.Based on the low carbon concept, firstly, this paper will systematically analyze the characteristics of greenhouse gas emission. Secondly, based on maneuverability and comparability principle, this paper will largely focus on systematically and scientifically constructing a low carbon emission evaluation system for operating ships by using qualitative and quantitative methods, combining with detailed illustration of corresponding evaluation criteria and level. The latter is the main innovation and the core of this entire paper.This article utilizes AHP to determine the weight and the fuzzy comprehensive evaluation method to assess the evaluation criteria of operating ships'low carbon emission. In addition, to further test the feasibility of the model and verify the accuracy of the calculation, the vessel "EMPRESS PHOENIX" is taken as an example. Then, in this article, the grey relational analysis approach is utilized to improve the evaluation method and to compensate for the probable missing information caused by merely considering maximum membership degree principle .the summary of current domestic and international operating ship low carbon emission situations will be conducted, and from operational, technical and market perspectives, the approaches for operating vessel to achieve low carbon emission will be demonstrated in this article in the end.
