Sustainable development is a global consensus,in this century, the rapid developmentof industrialization and urbanization, and the past long-term rough style developmentmodel make China’s sustainable development more urgent than other countries. IndustrialPark is one of the important sources of greenhouse gas, and has the advantages of highdensity industrial technology, is easy to be managed, so construction of the low-carbonindustrial park is not only an important carrier of the country’s low-carbon economicdevelopment, but also the important work of our energy reduction However, the currentdevelopment of China’s industrial park is not optimistic, we are lack of a completeincentive system for low-carbon industrial park either from the management or from thetechnical and policy. Largely, as the regional economic growth agent, industrial parks walkdifficultly in sustainable development.This paper starts from the development trend of China’s industrial parks; takes HubeiIndustrial Park for example, find the problems in the energy consumption status and theconstruction process of industrial parks, analysis the low-carbon energy-saving potentialof the industrial park and try to set an incentive and guidancerole for low-carbon industrialparks. Firstly, under the existing theoretical basis of sustainable development theory,industrial ecology theory, combining with our existing low-carbon policies and evaluationcriteria, this paper makes three evaluation contents for the evaluation of low-carbonindustrial park: energy activities, construction activities, and low-carbon managementactivities. Second, the paper makes the respective evaluation rules and evaluation criteriaby field research and asking experts from the field of energy, architectue, planning,management, carbon accounting for advice. Finally, in the framework of pressure-state-response (PSR) model, combined with Analytic Hierarchy Process and De Feier method todetermine the weights of the evaluation, evaluation system of low-carbon industrial park isestablished and applied to an industrial park. Besides, the result of application and theproblem of the evaluation system would be analyzed and summaried.
