In recent years, the rapid development of UAV also exposed a series of problems. One very important reason is lacking of systematic study during the evaluation of UAV project. China's UAV programs in development are lacking of project comprehensive evaluation of the whole process of research and practice; weak pertinence for evaluation criteria and methods; lacking of systematic and completeness in overall evaluation; evaluation of the quality, efficiency and scientific level to be improved. These problems directly affect scientific decision-making of the development of UAV project, impact of UAV tactical and technical index of scientific orientation, the rational allocation of resources and project planning and optimization. This paper starts with comprehensive evaluation theory and methods of the UAV project, build a UAV project comprehensive evaluation index system, in-depth study of life cycle cost, system performance and other key indicators of the system, and propose an evaluation method and model on the basis of Monte Carlo simulation fuzzy gravity-center, and an example for verification is proposed.Firstly, Analysis of the life cycle of UAV project based on the general project life cycle theory. On this basis, sum up the content and management activities of the life cycle stage of the UAV project. And in accordance with project evaluation and comprehensive evaluation of the basic theory of UAV provide a clear definition of connotation and extension of project evaluation.Secondly, system analysis of basic theory of the comprehensive evaluation of UAV project; stages of evaluation of UAV project, gives index systems of project evaluation, mid-term evaluation and post evaluation; in-depth analysis life cycle cost that affect the key indicators of evaluation and use partial least squares regression and the total project cost method to estimate; use simulation experiment method combined with the ADCB model of unmanned reconnaissance aircraft to assess performance.Finally, establish comprehensive evaluation method and model of UAV based on the combination of Monte Carlo simulation and fuzzy gravity-center. This method is conducive to experts fully and accurately to express their views on assessment, data processing and evaluation methods conform to characteristics of UAV project evaluation.
