At present, there isn't a universal cold recycling design method in the whole world. The experimental results are different as the various materials and scientific equipments used in each country. Compared with other developed countries, our cold regeneration technology of the asphalt pavement is still in the exploratory stage. Whether the properties of materials and recycled way, or mixture design and construction method, needs to be further research.This paper analyzes the common method and technique of cold recycling, and the technical nature of the old asphalt surface material used in the experiment, it studies the preparation methods of slowly crack emulsified asphalt. Through laboratory experiments, we study the cement-emulsified asphalt cold recycled design method, using cement and emulsified asphalt as a recycling agent. Twice compaction specimens are better than one time, and the second compaction time would be good for about 24h later when kept in constant temperature oven about 30℃. It's reasonable to using the best effective fluid content index to confirm the addition amount of water in the process of the cement-emulsified asphalt cold recycled mix design. Field compaction could be better simulated for the second compaction in 60℃. The optimal emulsifying asphalt content was determined by using the maximum unconfined compressive strength under the condition of meeting the required splitting strength. It can reduce the compaction rut of regeneration layer when paving the hot mix asphalt mixture surface course.In this paper, mixture mechanics and pavement performance tests were conducted by using different emulsified asphalt and cement contents, it studied emulsified asphalt and cement's influence on performance. The test results show that using the cement can increase the mixture's high temperature stability, the emulsified asphalt and cement's influence on performance is reciprocal. And it recommended the appropriate content of emulsified asphalt and cement.Finally, it studies the recycled asphalt pavement structure design method, and recommends the reinforcement design ideas to recycled asphalt pavement structure design.
