The high-speed development of modern power system makes the power system's scale larger and larger, and the extent of automation is increasing day by day. In order to adapt to this change, the capability of operating staff from system dispatch needs to improve. The speed of recover after power system fault depends on the skill and operating experience of the operating staff. However, dispatch and operating staff are difficult to improve their skill by accumulating enough experience from the disposal of actual system accidents. The dispatching center of Yang ling power supply bureau doesn't have any information system to assist dispatch work, while the observing function that provided by dispatch system of Xian yang power supply bureau can't satisfy the demand of practical work. So according to current situation, a suit of dispatch and simulation system must be developed to simulate dispatch function, reduce the artificial work amount, improve dispatch level, and to provide powerful guarantee for safe production.This article designs a suit of dispatch simulation system which takes the key project of the power supply bureau in yang ling dispatch as the background. This system is based on Windows operation system, which combines with GIS technology development platform. The paper achieves the functions of graphical display, inquiring and so on, which takes advantage of spatial data acquisition, graphical display, B/S application and combines power business with advanced technologies. The power supply bureau's circuits, converting station and main connection diagram's display and inquiring can be achieved through browsing webs; at the same time the users can log the system after verifying the identity. Then the users can detect the records of both switches and users. What's more, they can turn on and turn off the switches ect.The results are as followings:it is very important to improve our efficiency of each department, benefit of electric system and also provide a conveniently official tools in the management of electric distribution network.
