The work of this paper aims at power supply trade of power system , distribution network of electric company is tie that power supply enterprise connect user, play an essential role in the whole electric power system . The network structure of the distribution is complicated, the circuit and user are distributed widely, the equipment is various in style, the distribution network alter frequently , and face the end user directly, its dependability is final embodiment of dependability of the whole electric network. The unique spatial database technology in the geographical information system (GIS )can combine the figure information which reflect the geographical position together with various kinds of information in the distribution system, to reflect equipment of the distribution network and it' s running situation vividly, and improve electric energy quality and power supply reliability, reduce the loss, improve the security of the distribution network , promote the service level to the electric customer.GIS of the power system is very difference with GIS system on geography, GIS system of the power industry is the management information system which faces production , the basic purpose the Power supply enterprise to uses GIS system is to improve decision and the response speed of operation; It is basic technologic requirements that GIS systematic application software must be guaranteed that the data be updated real-timely. On this basis, how to protect user' s investment in the system (such as MIS , SCADA ),and how to choose ripe GIS platform to avoid repeated construction is the critical link of choosing distribution GIS system developing platform with the overall situation of the power system. This paper thinks the overall situation of the information system of the power supply enterprise, combine the reality of the distribution network, to put forward a recommendatory scheme for electric GIS system platform from several commercial GIS system which is most popular in domestic and international at present. The distribution network GIS system should conbine together with SCADA (supervisory control and data acquisition ), power consuming marketing system (CIS), power consuming marketing system (CIS), MIS system and Call Cengter subsystem, etc., to merge management information and real-time information, to realize the double management for the figure and attribute data. Namely the distribution network GIS system should include the basic function such as the graphical display, spatial inquirement , spatial statistics, data maintenance,etc, and advanced function such as power-network analysis , aided decision , production management , etc. This paper aims at function requirement of the distribution GIS system, through an analysis of distribution network GIS system data model, design method to propose distribution GIS systemc database and course of building spatialdatabase. Utilizing the distribution network GIS database Connection relation between pole tower and wire (include real-time attribute) , corresponding relation between pass in and out line in transformer substation and state of switch( or loodgate) to calculate the topological structure of the distribution network, it is a technological key of servicing, trouble-isolating, trouble recovery , switch-operating , the trend analysis and load-shifting. This paper analyses topologically structure about the distribution network GIS system network and provided one practical implementation method. Using modern management idea , and information network technique to optimize , integrate and excavate information resource, such as the power netwoks-operation , production management , marketing management , customer service of the power supply enterprise , to realize resource-sharing, will promote business administration and decision level greatly , will realize the most optimization of enterprise's economic benefits and social benefit.
