With the continued growth of air traffic flow, various statistics data shows that flight delayscaused by irrational operation strategy of multi-airport are more and more serious. Optimization studiesof scheduling problem for departure flights in multi-airport system, not only to ensure the multi-airportterminal area airspace security and improve the efficiency of terminal operations, but also greatlyimprove and enhance the national airspace service capabilities. This paper researches on the operationsenvironment of the multi-airport terminal area and conducted in-depth, systematic study from thedeparture air traffic flow optimization management of multi-airport terminal area, proposing aoptimization way for departure flights in multi-airport system.The paper focuses on the multi-airport cooperating departure model and policy. Firstly, theinterdependence between nearby airports in the multi-airport system, the multi-airport system’sterminal airspace structure and the departure flights’ flying processes were described. According to theair traffic management concept, this paper discusses the airport the basic principle of cooperatingdeparture and provides the airport operation mode of the cooperating departure. Based on theconclusion of the existing model, airport priority factor introduced, a double targets optimization modelwas built based on the equivalent time delay cost and delay. The maximum displacement constraint wasalso introduced. In order to seek the multi-airport cooperating departure policy, the method of rankingencoding based on the genetic algorithm is adopted. To prevent chromosomes disease in the process ofgenetic operation, two kinds of genetic operations are designed. One is when the chromosome is notaccord with the maximal displacement restrictions, the fitness value of the chromosome will be reduced,and the other is in the process of the joining together of cross chromosome restructuring operation.Finally, through the MATLAB program, a set of departure flights’ schedules in multi-airport systemhave been used to simulate. The results got by different optimization goals, such as to minimize thedelays cost, to minimize the delays time, and FCFS were compared. It can see that the optimizationstrategy proposed by this paper is better.
