The similar manufacture resources are gathered in the same region, which is one of the salient features in industrial cluster, and the cluster's operational efficiency is decided by the mode of resources allocation. So it is positive to discuss a new mechanism with which the cluster enterprise's guidance can be strengthened. Here, a mode is introduced to organize manufacturing resources and improve the utilization of cluster's resources, and it's low-cost and suitable to small and medium-sized enterprises.Based on theories of enterprise cluster, enterprise competency, Agile Manufacturing, Resource dependence, Resource Modeling and relied on the Natural Science Foundation of China-" the decision of orders Allocation in multi vendors under the criteria of production load balance " (No.70540023) and the Natural Science Foundation of Zhejiang province-"Study on measuring technique of equipment load parameter base on the machines'current " (No. Y1080429), this paper discusses the optimal allocation strategy of manufacturing resources base on load balance in industrial clusters. The manufacturing resource information model of manufacturing cell is given, then a task allocation mechanism based on the production status is built, it give dual attention to the benefit of suppliers and manufacturers at the same time, and aim to improve manufacturing resources utilization. This study provides basis for decision-making of cluster's optimization and sustainable development.Firstly, based on the features of industrial clusters'manufacturing resources, manufacturing cell is introduced as the basic unit to organize and manage resources. Further, the property description and the manufacturing resources information model of manufacturing cells are given.Base on this, a multi-criteria, multi-level system for comprehensive performance evaluation of manufacturing cells is established, and then entropy and AHP are used to get the evaluation result. Load balance is the ground criterion in manufacturing resources allocation of industrial cluster. In this paper, the load factor of manufacturing cell is analyzed base on competency ontology theory, and the description and expression of load balance is given. Then the function of Load factor in resource allocation, the agility of order response and the utilization condition of manufacturing resource in cluster are discussed, According to these three aspects, the effectiveness and feasibility of load balance strategy can be proved. The allocation of manufacturing resources in cluster should be begun with the task allocation. The process of manufacturing resources allocation based on load balance is given in this paper, and its core problem is task allocation. So a multi-objective task order allocation model is established, aims to improve the resources allocation and meet the manufacturer needs at the same time. Case analysis and model solve by applying genetic algorithm indicates that this model is effective.
