In recent years, with the rapid development of civil aviation and explosion of flight traffic, scientific and reasonable means are indispensable for evaluating the capacity of airspace system so as to balance the supply and demand of airspace resource, and reduce flight delay. As one of the basic units of airspace system, evaluating transfer point capacity not only can improve transfer efficiency of traffic flow and relieve sector congestion, but also can ensure control work safety and make traffic flow running smoothly. At present, the air traffic capacity is directly determined by the control unit with the historical operation data and control experience, and accuracy of the method should be further enhanced.This dissertation has carried out a systematic and in-depth scientific research of sector capacity. First, the background and significance of this research was discussed, and the research status of sector capacity evaluation methods home and abroad was analyzed. Second, it introduced the related concept of capacity, transfer operating characteristics and several typical methods in detail. Third, the paper introduced the definition of controller workload and influencing factors, and it analyzed and compared several typical methods of workload. The controller workload was then re-classified and a new controller workload model was proposed on the basis of analyzing transfer operation characteristics. Then it analyzed the influencing factors of capacity and took these factors as evidence to establish basic probability assignment, and used Dempster synthesize rule fusing the evidences to adjust capacity. Finally, the models and the methods were verified. The paper analyzed the results of evaluation, and provided the optimal recommendations for optimizing operation and increasing capacity of transfer points.
