With the increasing flow of airspace, the workload of air traffic controller is arising, and has become one of the most important factors which restrict the terminal airspace capacity. At the same time, the airspace structure affects the terminal capacity. Accordingly, evaluate the terminal airspace capacity by taking account of the subjective and objective factors have important sensing in practice.The simulation model of terminal airspace capacity evaluation based on controller's workload had been deeply analyzed from the aspects of theory and practice. The development of air transportation in China was firstly introduced and the current study situation of workload of ATCs and capacity evaluation was construed; then terminal airspace structure and control procedure was interpreted, and a model of terminal airspace route network based on complexity network was established. After that, some capacity evaluation models were introduced, the characteristic was analyzed, and then the simulation model of terminal airspace capacity evaluation based on controller's workload was established, the influence of the flyover flight to the aerodrome terminal airspace capacity was taked into account.In addition, the computer applications based on the workload terminal capacity evaluation system are introduced, the capacity of Hangzhou terminal airspace is evaluated by this system and the result were showed. The feasibility and restricts of the model are analyzed by examples. Eventually the primary influence factors of the airspace capacity the flow distribute and network structure is analyzed. Finally, the further work on the research of workload of air traffic controllers and capacity evaluation is pointed out.
