With the rapid development of china's airline business which being more and more international, the air traffic condition become very complex and it is difficult for the air traffic controllers to command. As a result, the workload of air traffic controllers rise gradually. The workload of air traffic controllers directly related with the aviation safety and capacity evaluation, so it's significant to create a real-time software system which can accurately evaluate the workload of air traffic controllers.In this paper,the workload of air traffic controllers and capacity evaluation based on workload are deeply analyzed from the aspects of theory and practice, and also use the mothod of neural network to analyze the related factors that affect the workload of air traffic controllers. First of all, the development of china's airline business in recent years is summarized, and the achievements on the research about air traffic controllers' workload is introduced. Then we give the definition of air traffic controllers'workload.Based on past research, the factors that have effect on the workload of air traffic controllers and its classification are discussed, and a specific new method which can evaluate the workload of air traffic controllers is put forward. Following that, we record all the necessary data which used to evaluate the volume of air sector .After that, compared with the traditional statistical method, using neural network to ascertain the weights of relevant factors is proposed. To analyze the relationship between air traffic controllers' workload and sector capacity, the least-squares method is introduced. Base on the theoretical analysis above, this paper discusses the design and implementation of the software system. Finally, the further work on the research of workload of air traffic controllers and how this software system could be improved are pointed out.
