19th century is the century of bridge, 20th century is the century of key figures building, 21th century will must be the century that the underground space develops rapidly. .Proper development and usage of city underground space is important for saving land resources, relieving traffic congestion, decreasing environment pollution, optimizing ecology of city, maintaining city historical cultural landscapes and increasing efficiency of using land, the area of urban green coverage and the capacity of urban infrastructure.Based on the further studies of the urban underground land resources and of the land usage ways, the essay, with the background of recent worldwide enthusiasm for developing and using urban underground space, takes Qingdao, China for example, In the light of the problems that exist in Qingdao city's present development, such as the lack age of urban construction land use and traffic congestion etc, the authors think that underground space exploitation is one of the important way to solve these problems. In this essay, the status quo of underground space exploitation is firstly analyzed, and then the problems were put up. Based on the comprehensive analysis of Qingdao city's natural conditions, geology conditions, hydrological conditions and status quo of urban construction etc., an underground space resource evaluation system of Qingdao city is built up, and then the underground space of Qingdao city is evaluated. Under the foundation of the evaluation results, and at the same time, with the consideration of Qingdao master planning and social and economic development planning etc., the layout of underground space exploitation is researched, which include underground traffic system, underground public spaces, underground municipal utilities etc. In order to construct a resource-effective and sustainable city in Qingdao, the control and management measures and systems in the process of exploitation of underground space are also designed in the end.
