Study On The Comprehensive Utilization Of Underground Space In The Main City Of Huaibei

Huaibei,Anhui Province is a typical coal industrial city.The exploitation of coal resources over the years has brought the rapid development of economy.However,the city paid serious cost,such as the land subsidence,resource depletion,and environmental degradation.In recent years,with the coal industry continues to fall,the development of small cities like Huaibei is blocked,which is dominated by the coal industry.As a result,the transformation is imminent.In the context of this,Huaibei municipal Party committee,municipal government proposed the strategic goal of accelerating the transformation of the city,building delicate Huaibei.It aims to enhance the city’s comprehensive competitiveness and achieve the goal of sustainable development by improving the living environment of the city and expanding the space of city development.Nevertheless,because of the effects of long-term coal mining,Huaibei is facing a serious shortage of land resources at present,especially as the main battlefield of the transformation and development,there are many kinds of problems in the scope of the main district of Huaibei,such as excessive concentration of population,city traffic congestion,construction capacity saturation,inadequate infrastructure,space constraints and so on.Therefore,besides the surface of the ground,looking for a new kind of space for the development of the city is the only way to enhance the development of the city’s transformation and solve the problems existing in the city.Many domestic and foreign theoretical research results and practical experience shows that the comprehensive utilization of city underground space is not only conducive to increase the capacity of the city and enhance the capacity of disaster prevention and mitigation,alleviate traffic congestion,improve public services and infrastructure,but also an important way to realize the sustainable development of the city.Meanwhile,it is also an important way to the construct a resource-saving and environment-friendly society.Therefore,the following are the focuses of this paper,including how to integrate and utilize the urban district of Huaibei effectively,the existing underground space resources,comprehensive utilization of underground space in urban area from the aspects of planning,further putting forward some practicalmeasures.Guide implementation of construction projects steadily on the underground space utilization and promote the transformation of the city to riseThis paper summarized the theory of comprehensive utilization of city underground space and absorbed and comprehensive utilization of underground space of successful experience at home and abroad as well as investigating and researching the present situation of comprehensive utilization of underground space in the urban district of Huaibei.On the basis of the above,the paper summed up the three motivations on the problems of development of comprehensive utilization of underground space in Huaibei.At the same time,relying on the "underground space comprehensive utilization plan in the main district of Huaibei" project,the paper stated the detailed evaluation and the demand forecast methods and results on underground space resources in the urban area of Huaibei.Also,it stated the planning and layout about comprehensive utilization of underground space in urban area.With the eight countermeasures of three aspects on planning,planning and management and planning legislation,it also further strengthen the planning operation about comprehensive utilization of underground space and promote the orderly development of the main district of Huaibei.What’s more,it provided the theoretical basis of reference for the construction of "Exquisite Huaibei".
