With the scale of modern project becoming large and the structure of it being increasingly complex, the method of the project management which was inherited and amassed from the manufacturing has been badly behind the times. Especially when the information developed fast today, it has been a hotspot of cross-century and a focus item for the field of project management.As China joining WTO, the project management tends toward the international. In early 19th century, the earned value management which has been popular in Euro get more attention for domestic research scholars and bauunternehmen. From first dubitable attitude to widely use today, the earned value management has been improved and updated time and time again and it has bee changed enormously now. Anything has its unique shaping history and mature track, so is the earned value management. In the way of the accuracy and effectiveness for project feedback and the veracity for project forecast, the earned value management takes on a lot of shortage. It is also unscientific that deviation warning region was estimated by the experience of the project management. For the deficiency of the traditional earned value management, the paper gives a detailed analysis and makes constructive proposals.After illuminating the basic principles, evaluation parameters and statistics substance of the earned value management, the paper makes out its shortage and elicits the ideology of the secondary earned value management and the multistage earned value management. Combining with actual cases, the paper contrastively analyses the accuracy and the rationality of the multistage earned value management in the feedback for project, the accuracy and the validity in the forecast for project as well. By decomposing the project cost which are composed by the work amount and the unit price, the paper brings forward the Ostensible Value of schedule(OVs) and the Ostensible Value of cost(OVc) to analyse the factors of variances in effect. The research has not only the study significance, but also actual guidance significance in actual projects. At the same time, the research brings the fuzzy theory to improve the variance warning system and make the variance warning system more scientific and reasonable, decrease the risk of the project and make sure the project carried out successfully.
