Since the economic reform, the economy of China has achieved a great development. Along with the improvement of the socio-economic base, the focal point of the urban construction is gradually being transferred from the level of simply maintaining a basic physiological needto satisfying the request offine qualityof life. Therefore, people attach more and more importance to the humanistic construction of urban spaces.The public urban place is where all kinds of outdoor activities assume a central role in the daily life of citizens, and to some extent, it shows the living conditions.Business is an indispensable link in running the urban planning. The downtown area is where the existing culture and businesses centralized, and plays an important functioning role in cities, as a material carrier of all levels ofcampaigns. The scale, the environmental quality and the frequency being used of public places at downtown are much better than those of other areas. Thus, it's quite a big deal for constructing a Harmonious Society.Based on the theory of the Maslow's hierarchy of needs and the environment-behavior studies,this paper startswith a discussion about the relationship between behaviors and spaces. By the means to hand out the questionnaires to local residents and do the field investigation,statistical analysis is conducted on the purchasing mode, services consumption pattern and types of entertainment.Then a conclusion of key points for downtown construction and design is reached.As the next step, guided by the major idea of behavior-oriented construction, this article summarizes four major principles for the design and organizing as follows, to meet basic physiological needs, to provide chances to realize multi-level needs, to improve the vitality of public places and to rationalize system operations. Afterwards, sound design and organizing strategies are expected, on the proper combination of the demands of the three kinds of behavior,and the basis of needs for large squares, lawns, roads and ancillary spaces of structures.
