Passive strategies are foundation and prerequisite to energy saving of buildings. Through the method of combining theory with practice, the passive design strategies are systematically researched and applied throughout the project of Tianjin Western New City service center in this paper. And also the running data of the building are measured during the research to analyze the running effect and to reflect the problems in the design.Firstly, the passive strategies adapting to this project are selected and analyzed synoptically. Then, these passive strategies classified in three categories-holistic design, construction components, daylight and ventilation are discussed in particulars. They involve orientation, shape, landscape, fa?ade envelope, shading, roof, daylight and ventilation. Finally, running data in winter about indoor and outdoor air temperature, indoor illuminance, and surface temperature of the envelope are measured. By analyzing these data, the author evaluates the running effect of insulation, air tightness and daylighting, etc., ferrets out the related design problems and brings forward suggestions as well.This paper provides an integrated example of passive strategy researching. It has synthesized, analyzed and applied the passive strategies comprehensively and systematically. Furthermore, this paper advances a scientific research method carried through architecture designing and running. It provides a method and a case on how to inspect the effect of design in the respect of energy saving for architects'reference.
