Energy problems and environmental problems have become an important issue of global concern.The construction industry,as the world’s high energy consuming industries,have brought a great impact on the natural environment.Since the 90’s of the last century, the British began to set up the first price BREEM green building assessment system, rapid promotion and popularization has entered the stage of development of green building.China’s green building development has also got an unprecedented attention, the current update of the "Assessment standard for green building" has begun to implement, in addition, the new version of " Design standards for energy efficiency of public buildings" has been promulgated and implemented. Under such a background, thispaper taking evaluation of green buildings as a benchmark, focusing on public buildings in cold regions, discuss the passive energy saving. Hope that through the research of this topic to provide a passive energy saving target analysis and design method of reference value for building design practice.The basic idea of this article is "concept and background analysis, theory research, method research, and case study".First of all, this paper makes a comparative study on the evaluation system of the international and domestic green building, and then gets the development direction and design goal of passive energy saving in the construction of green building.The main foreign green evaluation system includes the United States LEED, the United Kingdom’s BREEAM evaluation system, Japan’s CASBEE evaluation system, etc.;The domestic green building assessment system for China’s "Assessment standard for green building" GB/T50378-2014. Compared with the previous standard, gives the main contents of the new specification change.Summary in China’s current green building evaluation requirements, the construction of passive energy saving direction.Secondly, the passive energy saving of public buildings is discussed.Analysis of the current situation of public building energy consumption in our country,study the characteristics of public building energy efficiency. According to the planning and architectural design, the external structure of thermal engineering,indoor light environment, indoor air environment, and other aspects of various types of passive technology and the implementation of the method of research.Finally, through the case study, prove and the deepen the public building passive energy saving method.The project selection of this article is the actual project, Linfen people’s Hospital pediatric department and general practitioner clinical training center complex building.The design of the project is based on the new "Design standards for energy efficiency of public buildings" GB50189-2015,and according to the "Assessment standard for green building" GB/T50378-2014 participating of green architecture design stage two star, at present the project has entered construction phase.
