China is a country in which the earthquake is widly distributed and happens frequently. The Wenchuan earthquake in 2008 and the Yushu earthquake in 2010,made a large number of school buildings collapsed,causing heavy casualties. In May 2009,the State Council Information Office published the white paper of"China's Actions for Disaster Prevention and Reduction,"in which pointed out that from 2009, the state will take three years to carry out the seismic strengthening and improve the comprehensive disaster prevention capabilities of primary and secondary schools in the country, to focus on the school premises Class of seismic fortification standards. Primary and secondary school buildings are the main place of teaching activities where staffs are more intensive, to ensure the safety of school buildings in the earthquake is essential to security of the teachers and students. In this paper, based on the seismic survey, the seismic performance and countermeasures of primary and secondary school buildings are researched. The principal tasks include the following:First, this study investigated the seismic situation of 133 school buildings (floor area of 242957m2) in the Yanta District of Xi'an, Shanxi and 107 school buildings (floor area of 400825m2) in Dongsheng District of Erdos City, Inner Mongolia. The main contents include structure type, building age, according to codes and availability of drawings. The seismic deficiences of existing school buildings are summarized. The common cracks and durability of existing school buildings are analyzed.Second, the primary and secondary school building with a cantilevered corridor in the common of the masonry structure is analysied with the finite element analysis software SAP2000 to summarize the seismic disadvantages. In the survey we found that some school buildings in a single cross-frame, so the seismic performance of school buildings with single-span frame is analysied. In this paper, the writer establishes relevant models to analyze the stress condition of stairs and the effects of the stairs to the overall performance of masonry structure and the frame structure. At the same time, the influences of the infilled wall which smulated by the layered shell to the frame structure are analyzed.Finally, the reinforcement methods of existing buildings are summarized. With the actual situation and the seismic defects of primary and secondary school buildings which obtained form the two steps above, to obtain the effective measures to reduce the earthquake disaster of the two main structures - masonry structures and reinforced concrete structures. To improve the seismic capacity of new school buildings, the corresponding countermeasures which based on the concept of the seismic design, construction measures, seismic analysis and calculation, performance-based seismic design and processing aspects of non-structural elements are put forward in this paper.
