This article introduced a single-phase high-precision rate controlled smart meter which was designed based on measure chip RN8209C. Many advanced technologies were used, including a ultra-large-scale digital signal processing chip, a permanent storage chip, fully isolated RS485 standard communication interface, infrared communications, large screen and wide temperature range LCD, information security encryption ESAM module and other advanced technologies. The meter includes a number of functions, which are electric energy meter, information storage and process, real-time monitor, automatic control, information exchange and so on. So it can effectively prevent delinquent behavior. With high precision, strong function and good stability, it can achieve automatic meter reading by power line and rate control.Then, to be household meter that are bought by State Grid Corporation.First it introduced the development of the smart meter industry today, described its vast development space and the objective needs of development. And research focus and research status are introduced. The second chapter describes measurement principle of single-phase energy meter and the technical specifications and functional requirements of the State Grid Corporation for the development of smart meters.Then, after compared conventional meter hardware system architecture, we selected "Measure Chip+MCU" system architecture. And the design of hardware was made. We adopted the third-generation measurement chip RN8209C by renergy to collect date and mersure electric, and selected Renesas RL78 series MCU (16 bit) R7F0C004M2DFB as a core management chip.Then, according to the needs of porting of software system, we made module division. We define and design the software platform which contains configuration layer platform layer and application layer. The configuration layer contains how to configure system underlying. The platform layer contains the system message-driven mechanism, message storage management, electric measurement and communication. The application layer a variety of task implementation process.Then, the most important criterion to measure the quality of smart meters is accuracy, but there are various disturbances. Using cftool toobox of MATLAB, we got a curve which fit the error data that are under self-heating fluctuations. And improve the accuracy of measurement by means of software compensation. The voltage change affects the accuracy of measurement. The article details correction process of the accuracy of measurement. We improved the accuracy of smart meters under influence of self-heating and voltage fluctuations.Finally, a summary of the work was made. We pointed out the shortcomings of the paper, but also on the follow-up work in the future.
