Transmission network is an important foundation to protect people’s living standards and economic development, it is also the primary task of the electricity sector to ensure the safe and stable operation of the power system. In power grid operation, its safety and reliability faced with many risk factors. Except the equipment failure the natural disaster has become the second largest factor in the various factors that affecting the safe and stable operation of the power system.The important measures to prevent meteorological factors leading to grid failure or accident was the weather forecast. In order to establish the Meteorological disaster warning model of the grid to adapt the complex weather conditions different areas we must solve the micro weather forecast information management problems of the power station. This also need to establish a geographical model which can reflect the regional meteorological monitoring site and power grid. This geographical model should be able to express various meteorological monitoring site, space coordinates of each power station meteorological forecast weather types, the weather types of strength level, etc. Therefore, the grid meteorological disaster warning model must be based on the geographical model.When received the weather forecast of a power station,the grid meteorological disaster warning model must solve so many questions,for example:the type and intensity of the Weather forecast will have what affect on the safe operation of the power supply, if this happens we need what emergency measures to control and prevent these dangerous affects.In view of the fact that there are few reports about the similar models, this paper studies the model of the power network based on the geographic model. Under the guidance of theory of emergency management, choose 3Dmine software as the model management software by using the risk analysis and hierarchical analysis related theory and method, discussion on the method and application of the model, and realize the quantitative and practical application of the model of the early warning system of power network, which provides a new tool and means for the control and prevention of the risk of meteorological disasters.This article is based on the actual data of the honghe power grid in the study of material, and using the reference standard, the questionnaire survey, obtained the data needed for model building, which can reflect the meteorology, power station, disaster vulnerability and early warning index level factors of three-dimensional geographic information model.In this paper, we use the method of decomposing and calculating the risk components of the grid cells, and study the design and the method of the evaluation of the vulnerability of the power grid units. The results of the research and the method to solve the problem of the fine and practical management of the power grid emergency system which provide a way to study how to reduce the risk of power facilities, maintain the safe and stable operation of power supply equipment have certain reference significance.
