Under the new circumstance of electric power market, distribution system and its automation, especially the management activities in the system, become more and more significant. Nowadays, the conflict between power supply and demand tends to be released. The load control systems installed in the distribution systems with a large amount of investment, once played an important role in peak load clipping in the past decade, now are almost left unused, causing a significant waste of money and resources. In order to make effective use of these idle resources, the author has re-integrated the existing hardware in load control systems, and developed a new power supply operation and management software system based on the exploitation of the original data collected from the load control system. The major achievements of the paper can be divided into three parts and summarized as follows. (1) The general scheme and implementation methods of power supply operation and management system based on the load control equipment have been studied and designed. (2) The load control hardware system is re-integrated to be made suited for the power supply operation and management system. (3) New power supply operation and management software system has been developed and the existing data resources have been further exploited. The accomplished achievements have been demonstrated that the design and implementation method proposed in this paper have reached the pre-layout objectives. The power supply operation and management system has realized the centralized monitoring and management for N terminals. The modularized design method is adopted in the software development. Eight modules are developed in the system, including modules for load forecast and guard against electricity stealing. Two methods are proposed for the load forecast module taking into consideration of the characteristics of the real time data in the system. Satisfactory results have been obtained. Huge amount of data collected in the system can be stored and analyzed using MS SQL database server. Various graphics and tables have been used for the more detailed and direct display of the processing results in order for the user to compare and make decision more conveniently.
