Kiamusze is appropriate for agricultural development that is considered as the greatest city of oriental for its fitting climate, abundant resources, fertile soil and the special location. The purpose of the research of water resources sustainable utilization of Kiamusze is to provide the security to the water resources sustainable development and the sustainable development of Kiamusze, meanwhile, the research is meaningful to the strategy of national food production safety, construction of the regional ecological environment and the harmony development of economy and society. However, a lot of unreasonable phenomena existed in the development and the use of water resources because the influence of human activities of late years, such as low degree of water resources development and utilization, imbalance between supply and demand, serious water pollution, exercise serious threats to both of the sustainable utilization of water resources and the sustainable development of social economy in Kiamusze.Aiming at the problems existed in the sustainable utilization of water resources in Kiamusze, in the studies, guiding ideology of the related issues of sustainable utilization of water resources in Kiamusze were studied is to take sustainable development and the target is sustainable utilization of water resources. This paper considers both certainty and uncertainty aspects to analyze the sustainable utilization schemes of water resources in Kiamusze, the best scheme is selected according to the comprehensive assessment. The research results can provide a significant theoretical basis for Kiamusze to formulate scientific and reasonable water resource sustainable utilization strategy.The main jobs and results of the research are as follows.(1) Description of Periphery theory of regional water resources systemAccording to the introduce of the basic elements and function, combination with the unique attribute of water resources system, the description of Periphery theory of regional water resources system is taken. The periphery is outside the system, so when the internal system is being protected, communication is also made with the external environment. Periphery structure, function and relevant parameters which are compatible with the system can be measured out based on the communication information and interchange between system and environment can be better ensured so as to achieve ordered interchange and harmonious development between system and environment. On this basis, from the perspective of the natural periphery and artificial periphery, Periphery analysis of the regional water resources sustainable utilization, and give the periphery meaning to Kiamusze five water resources sustainable utilization schemes, which have a better interpretation the broad application prospect of periphery theory and have a better application in the field of the development, utilization, protection and optimizing allocation.(2) Analysis of Kiamusze water resource sustainable utilization schemes based on cloud modelThe important task of water resources sustainable utilization analysis is establishment of water resources sustainable utilization evaluation indicator system. This paper combined with influence factors, such as balance between water supply and demand, agricultural production capacity, national economic level and water resource development and utilization degree, etc., the water resource sustainable utilization evaluation indicator system is established in Kiamusze. On this basis, this study combines with the general situation of the study area and water resources sustainable utilization specific attribute, the grading standard of water resource sustainable utilization evaluation indicators in Kiamusze is established. Taking five water resource sustainable utilization schemes of Kiamusze in Heilongjiang Province for example, cloud model thinking is applied to a water resource system, changing qualitative description of concept language into quantitative analysis of evaluation indicator. The analytical method of urban water resource sustainable utilization scheme based on a cloud model is proposed by calculating the sustainable grade value of the water resource.(3) Risk assessment of the Kiamusze water resources sustainable utilization schemes based on Pansystems Observation-Control Model of PeripheryStudy on risk assessment of water resources system is the key to ensure the water resources security and its sustainable utilization. So under the principles of sustainable utilization of water resources, the paper consider from the randomness and uncertainty, with the thinking of the risk, the pansystems observation-control model of periphery is applied to risk assessment of water resources system, and the model is based on the periphery theory and pansystems theory, with the observation-control risk analysis technology as the technical core. According to the synchronized analysis of the risk and gain of the five sustainable utilization schemes of water resources of Kiamusze in Heilongjiang, the best one for Kiamusze was confirmed and also open a new way to research in the field of risk assessment of water resources system.(4) Comprehensive assessment of Kiamusze water resource sustainable utilization schemesThe five water resources sustainable utilization schemes are subjected to the optimum applicability analysis respectively proceeding from the certainty and uncertainty of Kiamusze water resources sustainable utilization schemes, the decision-making of the best solution in different periods can better guarantee the sustainable development of Kiamusze. At the same time, the research results can provide a significant theoretical basis for Kiamusze to formulate scientific and reasonable water resource sustainable utilization strategy.To conclude, with the researches of the current state of development and utilization of Kiamusze water resources, management and protection measures, and periphery description of the water resources sustainable utilization schemes, and know the broad application prospect of periphery theory in water resources system. Meanwhile, the cloud model and Pansystems Observation-Control Model of Periphery are applied to analysis and risk assessment of Kiamusze water resources sustainable utilization schemes. At last, the best one in different periods of regional water resources sustainable utilization schemes can be finished. The decision-making of the best solution could not offer references to Kiamusze water resources sustainable utilization policies adjustment, but provide Kiamusze with theoretical guide for the sustainable utilization mode of both the water resources and sustainable development of social economics.
