Transportation is very important for development of economy. In many influence factors, such as safety and efficiency, safety is always put in the first position among all models of transportation. A big part of goods and passengers are transported by inland waterway in China, however, this bring about the water traffic was more crowded, less efficient and even more in disorder. It also caused those marine accidents have been happened frequently. Obviously, it would result in decreasing the efficiency and increasing the costs of transportation. Thus, the transportation will become a bottleneck in developing economy. As the costs of research in the issue of safety is less than loses from the safety reasons, doing the research will become a MUST.Through those investigations have been done by the Maritime Safety Administrations, it showed that the main reason of marine accidents is human factors. It should be noted, comparing with navigation in ocean, navigation in inland waterway has many special characteristics, such as the complexity of waterway, heavy density of traffic and different requirements of quality for crews. All of those just explained why the key reason of marine casualties in inland waterway is human factors. So, the research focuses on analyzing the negative human factors in maritime safety and looking for methods how to reduce that.Dissertation is divided into six chapters. In the first chapter, it reviews the current research of human reliability of navigators in the domestic and foreign countries, and expatiates on the meaning of questions for discussion. In the second chapter, the causes of formation of human factors are analyzed and human factors based on the interview and questionnaire is also classified. The marine database on the basis of ACCESS XP is established, in which it is convenient to query and stat the human factors in chapter three. It deals with the qualitative and quantitative analysis of navigators' reliability in inland waterway in chapter four. Meanwhile, it particularly analyzes the human reliability under the state of pressure. Because the general mathematical expressions in chapter four cannot meet with the requirementsof shipping companies or other departments, the synthetically assessment based on hazy math and the mathematical models which was designed by author is advanced in chapter five. Finally the conclusions and insufficiencies of the research are described, and the sequent works and valuable aspects are also discussed.The research is mainly focused on the inland waterway navigation. Currently this subject has been done very little in China. In spite of the result of research is still far away from the reality, however it is significance to start the research in China.
