In order to keep the highway working normally, the thickness of the road has been improved and the extra large amount funds are invested.The legal overload transportation is a special conveyance way, which is the trend of development of the intensive and large-size highway transportation. But those subjective and serious overload transportation that transfers the benefit of the public to the personal excessive profit, has big bane and is the key point of the overload transportation management.The conclusion of this paper is that, because of the big bane of the overload transportation, we must enhance the management so as to protect the benefit of the highway authority and to improve the rational competition in the transportation market. Moreover, we should scientifically and systematically establish the inspection station for overload automobiles. And we also should adopt the model of management that requests the transporter to unload the freights or hand over the compensation.
