| "Shipping safer, Ocean cleaner" is becoming the goal strived for by the entire shipping field. Moreover, it is the need of ecological equilibrium and humanity sustainable development. However, generally speaking, since the very beginning, the shipping company and the crew have paid more attention to the safety and less attention to the environmental protection, resulting in plenty of ship pollution accidents sometimes occurring and enormous harm to the marine environment.The data and analysis of national and international water traffic accidents indicate that more than 80 percent of sea traffic accidents are caused by human element, seafarer is the key factor to ensure the safety of life and property, and is the key to ensure the success of pollution prevention. Maritime countries and related international organizations are focusing on how to strengthen the management of seafarers, how to reduce water traffic accident and pollution accidents through controlling human element.Among ship pollution accident, hazard from ship operational discharge is not more serious than it that from accident discharge, while the frequency of the former is far higher than that of the latter. In terms of its definition, ships operational pollution, which is caused by the seafarer's intentional or unintentional violation to discharge, relates closely with human element, and has become a noticeable part among ships pollution accidents. Consequently, in this paper, the author makes a detailed and profound research into the human element in ship operational pollution.This paper establishes an assessment index system of human element in ships operational pollution from the result of DELPHI expert questionnaires, analyses each assessment index of the assessment index system detailedly and establishes the weights and degree of membership of each assessment index by utilizing AHP. Finally, a quantitative assessment model is built up for assessing human element in ships operational pollution by applying fuzzy comprehensive assessment of fuzzy mathematic.The model is proved to be effective after its establishment.
