Although there are various kinds of ship and engine accidents, yet their causes are roughly the same, which all results from the human factors. In order to provide scientific basis for the management of shipping company, the thesis carries out a systematic research on the human factors. By applying the perspective of systematic theory and methodology, the seafarers of the engine department are placed in Safety Navigation System, which is composed of manpower, ship, environment and management for the study of their safety competence. The author builds an assessment index system of safety competence of engine seafarers by issuing the DELPHI expert questionnaires, and establishes the weights of each index by utilizing AHP. On the other hand, a quantitative assessment model is built up for assessing engine seafarers' safety competence by applying fuzzy comprehensive assessment of Fuzzy mathematics. The model is proved to be effective after its establishment, which provides essential evidence for the improvement of shipping company's management and strengthening the shipping safety.
