As a modern means on maritime traffic administration, the technologies of many kinds of subject are synthesized and applied in Vessel Traffic Service system (VTS). VTS establishes important position progressively because of its remarkable effect in maritime safety supervision and administration. VTS has been paid more and more attention generally by professional engineers and technicians and administrative personnel. As a safety administration system, the performances of VTS are crucial, because they will directly influence the playing of effect of system and the improvement of marine traffic safety, environmental protection and transport efficiency. As a result, VTS system has made considerable progress through deriving and adopting the technological extract from relevant subjects continuously to perfect the performances and develop the functions of the system. But we should notice at the same time that the up-to-date technology should be rationally used, which takes remarkable effect to the promotion of performance index in order to avoid wasting resources.This thesis analyses and studies the up-to-date technology adopted in the course of the construction of Yingkou VTS and the influence to the system performances. Moreover, a result of quantitative analysis is obtained by a comprehensive assessment to the system performances between the up-to-date technology and the traditional one. After the brief introduction of the developing course of VTS and the conditions of Yingkou VTS, the thesis emphatically analyses the principle, technological characteristics and the influence to the system performances of the up-to-date technology adopted in Yingkou VTS in detail. The system of VTS performance index and the technological influence factors to it are established. The system of assessing VTS performances is established and the weight of each index is obtained and adopting the method of DELPHI expert questionnaire and the AHP forms the characteristic function. Using the method of steps comprehensive assessment in fuzzy mathematics, the author establishes the fuzzy comprehensive assessment model of VTS performance, which can be used to judge the synthetic performance of VTS applying different technology, and obtain a quantitative result of VTS synthetic performance. We can distinctly obtain the effects of synthetic performance when different technological means are applied by contrasting the assessment results, thus it will supply a kind of advantaged mathematical method and theoretical basis for the applying of VTS technology in future.
