In recent years, the marine traffic situation in many harbors and waters around the world has become more and more complex, with a mixture of the increment of ship numbers, tonnage, speed and great marine and offshore engineering. Consequently, the environment surrounding the ships is changing, and the difficulty of ship handling is increasing. For the purpose of safe operation and the safety of marine traffic and inward/outward ships in harbor and narrow channels, it is necessary to develop a model to assess the difficulty of ship handling which is burdened to mariners in traffic congested and geographically restricted waters from the point of view of mariners.The Environmental Stress Model, developed by Kinzo INOUE, is a quantitative model for evaluating the difficulty of ship handling caused by a restricted maneuvering area or by traffic congestion or by both. It also includes acceptance criteria based on the mariner's perception of safety.This paper realizes the Environmental Stress Model in the Ship Handling Simulator developed by DMU and employs the algorithm in the research on the Necessary Distance between anchored ships in Anchorage and the Width and Curve Angle of Channel in harbors. It studies the following:1. Make reference to all the papers about the assessment of the difficulty in ship handling by Environmental Stress Model and introduce the Model into the paper;2. Realize the Environmental Stress Model in the ship handling simulator to dynamically and timely display the Environmental Stress Value when simulation starts with the language of Microsoft Visual C++;3. Employ the algorithm into the research on the Necessary Distance between anchored ships in anchorage to get the Distance on the condition that the Environmental Stress Value of the mariners on the navigating ships between the anchored ships fell into the range acceptable.4. Employ the algorithm into the research on the Channel Design to get the appropriate Width of Single-Way Channel, Double-Way Channel, Channel allowed being overtaken on the condition that the Environmental Stress Value of the mariners on the navigating ships in the Channel fell into the range acceptable.The platform developed hereby will be a valuable platform for the research in Maritime Traffic Engineering and Traffic Planning, and the results of the application in Anchorage and Channel will also be a good reference for Port Authority when making such plans.
