With the constant development of global economy and under the current situation that vessels are becoming more diversified, larger and more speedy, coupled with the increasing ship traffic volume, the environment around navigating ships is becoming more complex. Under that situation, the difficulty of ship manoeuvring in restricted waters is increasing constantly, and the stress the officers endure is becoming larger too. In order to effectively improve the marine transportation and the safety of ship handling in restricted waters such as narrow channels, to evaluate the safety state in restricted waters, it becomes necessary to explore a quantified assessment model in the operators'view which can effctively assess the difficulty of ship handling operators endure in restricted waters according to the environment around navigating ships.This paper introduces the environment stress model developed by Kinzo INOUE and other scholars. Based on the operators's point view, the model defines the stress value which the environment conditions put on the operators as an evaluation index, and evaluates the navigation environment with the model. After giving the corresponding evaluation criteria, the paper constructs the relationship between water environments and ship officers. This model provides a foundation for enhancing the safety state of the environment of navigable waters.This paper applies the evaluation model put forward by Kinzo INOUE based on the difficulty of shiphandling caused by the environmental stress, selectes Laotieshan Channel waters as the object of this model, and analyses and evaluates the safety situation of different traffic flows of the channel.
