| According to the "The History of Aids to Navigation in China",AtoN in Shanghai harbor has been developmented for long tiome ago rapidly.When establishing international shipping centre was determined on the 21 centry in Shanghai harbor.AtoN must be faced to new challenge and it also be required to meet to the needs of the times. No prombles, the methods of the maintenance AtoN must be changed to more safty, more efficient.As one of the three application systems in the "Application Software Contract for Stage One of the Construction of Navigation and Survey Information System for Sea area in China", the Management Information System (MIS) is a management system directing the operation management, i.e., the management and maintenance of AtoN. It possesses all the common features of MIS's, viz., collection, transfer, storing, processing, maintenance and use of all the information necessary to the management and maintenance of AtoN. Being able to detect the actual condition of the management and maintenance of the AtoN, assist in the decision-making from an all-round point of view, it can direct the managerial behavior by using the information available.This article is about the require analysis of the MIS for AtoN.lt is composed of 7 sub-system. The functions are shown as follows.1. Planning and requirement: its function is to generate, adjust and check plans both for indoor and outdoor operations for the year and month and the relevant provision plans. The monthly outdoor operation is often readjusted flexibly, the indoor plan is to be adjusted under the principle of indoor operations should be subordinated to outdoor operations and the relevant provision demand plan willbe generated.2. Indoor operations - This module monitors the indoor operations of AtoN, executes management on the maintenance process of light buoys, lighthouses, piles and vindication of energy source and lights, apart from monitoring the AtoN store archive, generating reports on indoor operations and make inquiry on the data for indoor operation.3. Outdoor operations - This module carries out managerial work and data processing concerning AtoN outdoor operations, including editing, generating and dispatching outdoor operations requirements and extra tasks issued by administrative departments. Besides, it is also responsible for the feedback of data on the outdoor operations reports as well as the service of turnover periods for overhauling, standards for drift alarm, time limits for emergent repair, efficiency of energy transfer duration for light emission, etc.4. Transit warehouse - This is a hypothetical warehouse that connects outdoor and indoor operations and stores in respect of apparatus for AtoN, which shows the flowchart of the management of the AtoN apparatus by the system. The flowchart includes management of returning of stores by the outdoor operations and the requisition of material by indoor operation, storing of new apparatus, requisition of material for finished products and the storing of products, etc.5. Cost - This module realizes at present only budgeting and verification of part of the cost incurred in the maintenance and service of AtoN, i.e., management of the consumption of paint, fuel oil and lub oil. However, there is not a satisfactory basis for the cost management at present since the compiling of norms for AtoN maintenance is lagged behind.6. Database - This module offers service for basic database, basic information about material and code base of all kinds.7.
