Study On Statistical Method For Waterway Transportation Volume And The Application

Under the precondition of detailed understanding of current situation of national waterway transportation development and management system, and the real demand of waterway transport statistics, studying and designing a survey strategy for waterway transport statistics, which is scientific, feasible and suitable for the real situation of our country, is the key problem to promote the current statistical work of the whole waterway transportation industry.According to the investigation of the Unite States' current survey system for waterway transport volume statistics, we got a good and useful inspire, that is, in order to acquire the statistics of waterway transport industry chronically and make such work as routine, the statistics collection work should be tightly combined with the waterway transportation management routine and implemented by the sections that is responsible for ships management and waterway traffic safety superintendence. Therefore, we study on the survey method for the statistics of whole industry waterway transportation volume based on the basic units of ships management and waterway traffic safety superintendence-Port and Waterway Superintendence units (PWS units). In this dissertation, we mainly studied and solved the following three problems:1. Based on the Port and Waterway Superintendence units, we study and screen the detailed method for the sample survey of whole industry waterway transportation volume, including selecting detailed sampling method, determining the appropriate sampling size, designing the calculation formula of all target estimators and their variance estimation.2. We establish the trial sample survey strategy for whole industry waterway transport statistics, based on the Port and WaterwaySuperintendence units.3. Through the analysis of the trial strategy's outcome in try-out, we put forward the important points for application of the survey strategy, and bring forward certain suggestions for the further task.At the same time, we fully consider the presently executive statistics report system of Maritime Affair Bureau of MOC and the procedure of management routine of PWS units in the questionnaire design. After the practical use in the trial survey, the designed questionnaire is proved that its format is similar to the "Registry Book of Arrival and Departure Ships", and it is easy to fill out. We adopt the "HaiChuanBoOl Form" and "HaiChuanBo02 Form", which is designed and executed by Maritime Affair Bureau of MOC, to collect the data of auxiliary variable. The monthly arrival and departure freight tons of PWS units. And it can make the survey work closely combine with the management routine of the sample PWS units to decrease the workload of this survey.
