The rapid development of computer application technology represented by technique of computer network and database has impelled the application of Management Information System(MIS), and the revolution of information technology is still deeply affecting our manufacturing and life style. MIS has brought huge action into science management. Under such a background, this paper attempts to discuss those problems related to the information processing of maritime management system.MSA is the department, which puts marine safety in practice and provides ship pollution, and the unit of executing the law in marine safety administration. Maritime management includes these parts: ship management, seafarer management, navigation management, management of preventing ship from pollution and management of traffic events in water. Faced on such objects as service and supervision, MMIS need exact information architecture to develop and implement. Client/Server is the leader architecture of computer application system of now. Browser/Server is a new architecture evolved from the developing of Internet/Intranet technique. It is a three-tier C/S substantially. In order to fulfill the requirements of different types of users of MSA, the paper applied hybrid model of C/S and B/S in the system developing based on the characteristic of maritime safety management. On one hand, B/S applies in selection, browser, place dispersed and seldom interface service; on the other hand, most business such as transact produce, providing service, statistics and report tables, decision support use C/S. Tight hybrid model of C/S and B/S form system structure of MMIS.Maritime management information system(MMIS) will prompt the abilities of maritime department in supervision, reaction, commanding and service , and enhance development, improve level of MSA.This paper introduces the concepts, characteristics, and the developing technique influences on system developing of C/S and B/S, analyzes the feasibility and advantage ofapplying the two architectures in MMIS from the practice view. Then, the paper studies the requirement analysis that includes the content of maritime management, and points of information, and overview design which is composed of function division, sub-system and computer network design.The paper focuses on the implementation of seafarer management sub-system, including of hierarchy analysis, module division, forms design and communication from client to server. From the way of development of MIS, the paper describes the using tools: Visual Basic6.0 is used into implement application program, and database is SQL Server2000.The sub-system based C/S model is encoded particularly, and the interface between client and server is ActiveX Data Object.The thesis, in its last part, has come up with a talkative idea on how to settle the defects in it, and has studied the developing trend of computer application technology and has confirmed the next research direction.
