Xi'an city falls into the water shortage of the resources type, the exploitation and utilization of water resources has not been well balanced, the groundwater's degree of exploitation is high and no more potential available, meanwhile the surface water's degree of exploitation is low, but it's total volume is limited.In urban zone of Xi'an city , the total volume of surface water resources just is 0.47 X 108m3, which is too little to meet the local residents' demand for water. In order to realize the sustainable development of economy in Xi'an city, it is essential to meet the future demand for water by further modifying the water supply situation and increasing the quantity of the surface water. So, reasonable exploitation and inter-basin diversion of surface water is inescapable. Based on the comprehensive analysis of situation in Xi'an city, water transfer project from the Xu River to the Hei River is proposed in this paper. The main contents and results are as follows:(1) According to the analysis on exploitation and utilization situations of Water resources in Xi'an city as well as water supply system for urban zone, measures tapping new water fields and economizing on expense should be taken simultaneously to increase the supply of surface water and decrease those of groundwater to protect water sources, boost the optimal collocation of water resources in Shaanxi province.(2) Wavelet theory is used for analyzing the period and variation trend of annual runoff series of water supply rivers for urban zone of Xi'an city. It's shown that the three-runoff series all take on multi-time-scale periodical variation law, and have obvious trend of degressing. It is predicted that the Hei River, the Shitou River and the Shibianyu River will be in low flow periods during 2020 and 2030.(3) On the basis of researches above and forecast in future water demand; it's vital to prepare further water diversion for the center urban to relax the tension of water supply and demand. The Xu River is rich in water resources., part area of it's upstream basin fall within the scope of administration of Zhouzhi county, Xi'an city, the distances between Xu River and Hei River is short, it's convenient for inter-basin water transfer without problems on water right. So, the Xu River to the Hei River water transfer project is presented, its necessities and merits is discussed qualitatively.(4) Two schemes are analyzed, the quantity of water which can be transferred beworked out. The project's feasibility and influences on the situation of water resources and environment of the region from which water be transferred also be discussed....
