Research On Water Justification For Project And Its Correlative Problems

The water resource is closeiy linked with the people's life and producing. Rapid development, Lasting growth of population and the improving by a large margin of living standard with the industry and agriculture of our country, the demand tor water of ever)' department of national economy all increase day by day. Especially areas carrying on exploitation blindly and destroying water resource induce imbalance between supply and demand. During decades when can predict, the problems of water resource will be more outstanding.So, carrying on correct appraisal and utilizing water resources effectively already become the important strategic problem which concerned with the overall situation of economy and social development. For respecting objective water resource terms, rational arranging construction projects and the disposal of water resources, promoting the optimizations and sustainable utilization of water resources require water justification of newly-built and reconstructing projects which applied for fetching water imperativly.Ministry of Water Resources and State Planning Commission issued " the management method for construction project of water justification" in March 2003, marking the setting-up of water justification system in our country. The method based on the condition of the water resource in conformity with economic layout and realizing the coordination of bearing capacity of water resource and economic scale, is the basic warrant for deepen the admission of fetching water, strengthening water resource management, exploring water right,water market theory and scientifically determining the initial rights of people who fetches water. It also has important meaning in promoting the optimizations and sustainable utilization of water resource and perfecting the development, management and protecting of water resources.In this paper, some water justification is discussed and some interrelated problem and solving method is brought forward during water justification combining with actual experiment of project in north of Shaanxi Province by understanding " the management method for water justification of construction project" and" the basic demand for working out reports on water justification of construction project". Based on the demand of new outlines, the report will help to carry on water justification and serve for sustainable development of water resources and national economy better.
