The development of economy and construction industry goes with the increase of energy consumption and the deterioration of living environment. With people's advanced demand of buildings and enhanced consciousness of energy conservation and environment protection, the contradiction among building, energy and environment become more and more drastic. Should we acquire a better comfortable environment with more energy or sacrifice healthy, comfortable and productivity as to conserve energy? Based on how to build and create more comfortable and healthy human living environment, carrying on an organic integration of building, energy and environment has already become the main developing direction in building design.As an important part of construction, dwelling has a close relation with human's living and gain broad concerns. This paper investigated indoor thermal environment and energy consumption of residential building in Changsha, which have the weather characteristics of Winter Cold and Summer Hot district of China and made sure the main factors of influencing indoor thermal environment, analyzed and compared indoor and outdoor thermal environment of different families under measuring, evaluated the current indoor thermal environment and compared the results to international criterion, displayed the energy consumption and it's characteristic of dwellings, pointed out the different problems of each dwelling which produced during seeking a comfortable environment and put forward constructive measurements to solve them.In the end, the paper expounded the necessity of energy conservation from the three aspects of the shortage of energy, the characteristic of energy consumption of Changsha and the condition of environment pollution. In addition, suggested we can carry energy conservation from three aspects, that is, building envelope, energy consumption equipments and their management and living habit of residents. The three aspects should be a whole, and in the premises of insuring the whole effect of energy conservation, any part of the three aspects can be altered. We should not comply with the criterion blindly, but do some necessary survey and economic analysis before designing, so as to find a perfect project of energy conservation.
