Study On Integrated Management Of Water Resources Conflict Of River Basin

With the development of economy and society, the situation of water shortage and water pollution become more and more serious and the water resource conflict increases, water resource conflict has become a vital factor which restrict the development of economy and society, studying the theory and method about water resource conflict so as to direct the practice of water resource management in river basin is an important topic for the construction of harmonious society.In this paper, the connotation of water resources conflict was studied, according to different standards, the water resources conflicts were classified, based on the analysis to sufficient cases, the representations of different water resource conflicts were also classified, the deep causes and the conflict solution mechanism were discussed, a conclusion was drawn that the integrated management must be carried out to resolve water resources conflicts from the aspects of decision-making, organization and the control methods.the development course of Integrated Water Resources Management (IWRM) was retrospected, based on the different ideas of authorities and scholars domestic and oversea about IWRM, the concept of IWRM in river basin was discussed, the differences between the traditional water resources management and IWRM were analyzed and the theoretical framework of IWRM in river basin was put forward. The support condition, feasibility and obstacle of IWRM were also analyzed.Decision-making integration is the basis of integrated management of water resources conflict (IMWRC) in basin river, the framework of integrated decision-making of combined quantitative and qualitative analysis was formed, the object system and implement strategies of integrated layout was also put forward, the different externalities of water resources were analyzed, the methods to rectify these externalities were also brought forward. Taking hydropower exploitation as case, some countermeasures aiming at conflict resolution during the course of water resources development were presented.Organization integration is the key of IMWRC. The factors of affect conflict situation between parallel organizations of water management and that organization arrange condition of integrated management were analyzed. Three different integrated organization projects were designed, based on the principle of "concavo-convex trough", the integrated mechanism and its realization of the parallel organization managing water resources were also put forward. According to the principles of index screening, a multiplayer interpretative structural evaluation index system reflecting water basin resources conflict risk is established, on the basis of it, a GEM-AHP model for ascertaining the right weights of the indexes and a matter element model for identifying classification of water basin resources conflict risk are proposed. A case study was made in ZiShui basin river, and the integrated management strategies was put forward according the result of evaluation.Another case of flood prevent conflict between the Jingjiang and Dongting lake was made, by using the framework of IMWRC, the author puts forward integrated countermeasures from the aspects of decision-making course, organization arrangement and the integrated control methods.
