Case Study On Strategic Planning For Huangshan National Park

'Strategy' is a time-honoured concept. Strategic planning research has been developed for over half a century and can be classified into two types: strategic planning for commercial or non-profit organization and the space strategic planning.The National Park System of China was firstly estabilshed in late 1970s and early 1980s, with the system's rapidly developed, problems were also revealed. So, to improve the protection and managment for national parks, we should update our planning method. Compared with the decision-making framework of national park system in the United States, one of the lacks, which have to be supplied in time, in the national park planning methodology is the strategic planning.This case study combined the method of strategic planning with the need of the general management plan for Huangshan National Park, established the strategies as crucial, timeless and holistic management policies for the park, and so made the general management plan a stronger rational base.The main achivments of this reserch included: (1) Mastering the general methodology of strategic planning by way of the comparing study of the two types of strategic planning; analyzing the structure of the general management plan for Huangshan National Park so as to clarify the function of the strategic planning in it. Based on these, the research framework of the strategic planning is created. (2) In the process of the research, reforming and applicating the methods of SWOT and Gap as strategy analysis tools flexibly. Especially exploring the application of Gap analysis method, and creating a series of operating pattern for it.(3) Putting the strategic planning framework into practice and gaining the 6 strategies for Huangshan National Park: Scientific management, Integrated recsource protection, Visitor management, Community benefit, Partnership cooperation and Regional collaboration.
