A Study On Land Use Planning In Urban Fringe Of Luyang District In Hefei City

Urban fringe is a zone of transition between the built-up area and the countryside. It is the space that belongs to urban area and is located around urban built-up area. It is the frontier zone of urbanization and the first area of the integration of town and countryside. However, land use in urban fringe areas has immense problems and greater sharp conflicts.Land use in urban fringe of Luyang district in Hefei city is the research subject of this paper. The outline of the paper is as follows: First, the land use types, structure, characteristics, the status of land use change in the urban fringe of Luyang are analyzed. Then, the current character and issues of land use here are summarized. Second, the impact on land use in urban fringe area in Luyang district are analyzed from various planning prospective as Development Planning of Society and Economy, Region Planning, Urban Planning and Land Use Planning; after comparing the main impacts depicted from theses analysis, the author illustrates that Urban Planning has greatest impact and controlling-function of land use in the inner fringe, According to the author, land use in the urban outer fringe are most affected by Land Use Planning strategies.Finally, the land in urban fringe of Luyang district is categorized and the suitability of land use is evaluated by the means of Ecological planning method. Land for various types of usage is denoted and an integrated spatial layout of land use is performed.Based on the previous analysis of land use planning in urban fringe area of Luyang district, the relation between land use planning in Urban fringe and other programming systems are discussed. The main content and research methods of planning process are summarized. Final recommendations that land use planning in urban fringe areas should follow such functions as: extending the space for urban development, preserving agricultural land and urban open space; Meanwhile, the suggestion on zoning policy in land use planning management and the reform of land policy in urban fringe are proposed.
