With the economic development,water diversion from other area not only can solve the water quantity-induced wabter shortage, but also it can solve the water quality-induced water shortage. From January 30,2002 on, the experimentation that water diversion from the Yangtze River to Taihu Basin startup. By real time controlling and scientific management,we have divered 42.2 hundred million stere high quality water from Yangtze River to Taihu Basin which import Taihu 20.2 hundred million stere high quality water during 2002 and 2003 .The diversion from the Yangtze River to Taihu Basin quicken the velocity of flow of the river and lake,and increase the quantity of high quality water,and improve the effectively supply capability of water resource,and ameliorate the water quality and water entironment,so the water in the incidence maintain II -III .At the same time,the diversion of drainage area is sometimes affected by water quality of district.So the diversion associating with drainage area and district is necessary.The paper brief analyse the diversion of drainage area.For the water pollution status of west of WangYu river,the paper put forward the scheme of association diversion of drainage area and ditrict.By the simulation calculation of hydraulics and water quality model to get the best scheme which make the water quality of Zhangjiagang district ameliorate best.At the same time,in order to make best use of the the engineering on improvement of water envionment and entironment,the paper bring out some suggestions in need which combine the actuality and the problems of water resourse reallocation.
