| On the base of the present situation of the construction of water supply and drainage in the cites of our country, via the analysis of the present situation of the notions and practice s in water supply and drainage both at home and abraod, this thesis, presenting the connotation of the notion of quality- and-function oriented water supply, analyzes the significance of the notion and practice in the course of urbanization and industrialization. The establishmnent of the model suggested is a key step to solve the problems arising during the coure of urbanization and industrialization and to miantain the sustainable development of the city.In the thesis, the author, on the base os the analysis of the two typical models— a collective desposition model and a decentralizing desposition model— in urban water supply and drainage, puts forward the notion of a comprehensive water desposing system. On the base of the analysis the water resource and situation of the water supply ang drainage in Tai'an City, the author points outb that it is better to use the decentralizing desposition model than that of a model of collective desposition model in tha city. What should be done is that the decentralizing desposition model should be apllied gredually under the condition of a systametic programme and the now-carried-out of collective desposition model so as to develop a model of comprehensive water supply.In the conditions of a comprehensive model of water supply and drainage, taking the advantage of the geographical condition of the city and a reasonable planing of the water distribution in the city, it is possible to construct a new type water supply and drainage system in the city to improve the rate of water reusing. It can also be better to improve the condiution of water shortage in the city and realize the aim of reducing water pollution and being economical of water, soas to gurantee a sustainable future development of ecxonomy and society in Tai'an City.
