With the rapid development of Jiaxing economy and the increasing demand of water and a rise in sewage. It has been a pressing problem for the sustainable development of water environment in Jiaxing on how to find a good approach about water circulation and achieve the sustainable construction of water environment.Taking example by Jiaxing, a water quality-induced water shortage city, water pollution, water resources usage, and groundwater exploitation were analyzed based on the water circumstances in our country. The thesis further depict the treatment method of reclaimed water and the optimal combination of technique flowchart of reclaimed water, then analysis the economical benefits, social benefits, and environmental benefits through cost accounting and reform of water supply system. Considering the deficiencies of reclaimed water such as high cost, low benefit, and unreasonable water cost system, the thesis proposes corresponding solution method and suggestions.
